Mr. Darnell is the owner and President of this licensed engineering corporation. His consulting and expert services are available to contractors, insurance companies, bonding sureties, highway departments, and attorneys on issues regarding road, street, highway, runway, and earthwork, asphalt, concrete, chip seal, and other construction materials; compliance testing; plans, specifications, and contract documents; site investigations; production plants; dispute resolution; claims preparation, analysis, and mediation; cost estimates; acquisition due diligence; permitting; project management; and work zone safety. He also prepares Value Engineering Contractor Proposals (VECP). He has served on two FDOT contract Dispute Resolution Boards, and also as a claims and operation consultant to the contractor on a $24+MM interstate reconstruction project in Louisiana. Mr. Darnell performs contract forensic investigations and provides expert reports, rebuttals, and testimony if required. He also prepares Value Engineering Contractor Proposals, claims, and negotiates on behalf of his clients when so requested. He has provided consulting and/or expert services on projects in 23 states since 2000.

November 1999 - July 1990: |
Couch Construction, L.P. & Okaloosa Asphalt, Inc. Mr. Darnell was a corporate vice-president of Couch and President of the North Florida Division. He was responsible for the well being of this $50+MM grading, drainage, asphalt paving, concrete paving, and construction business unit in roads, highways, runways, earthwork, and private and public projects. He continued his direct involvement in estimating, production facilities, materials, quality, safety, construction, environmental operations, management, and contractual issues involving plans, specifications, designs, and acceptance criteria. He was responsible for the procurement and construction of approximately $600,000,000 in highways, roads, runways, taxiways, parking aprons, and private projects since 1971. He also participated in arbitration, mediation, and litigation involving construction, contract, and land use issues. He served a term as Chair of the Technical Research Committee for Couch's Research and Development Center, leading Couch into the SHRP and Superpave era. He was honored with the 1999 Sheldon G. Hayes Award for the "Best of the Best" large paving project in the United States, for a Superpave project on Interstate 10 in Florida.

July 1990 - October 1971: |
Okaloosa Asphalt Enterprises, Inc. Mr. Darnell was an owner and Vice-President of engineering/estimating of this highway construction company. He was responsible for all contract bidding, asphalt plants, materials, products, asphalt production and quality control. Mr. Darnell bid and managed construction projects under the Federal Aviation Administration, Air Force, Corps of Engineers, and Alabama and Florida Departments of Transportation contract documents and specifications. OAE was acquired by Couch in July of 1990. Projects completed included milling and asphalt paving, surface treatment (chip seal), resurfacing, storm drainage, and earthwork performed in Alabama, Florida, and Louisiana.

July 1990 - June 1972: |
Okaloosa Testing Laboratories, Inc. Mr. Darnell was President, an owner, and the principal engineer of this licensed construction materials engineering and testing firm. The firm performed design and testing of asphaltic concrete, Portland cement concrete, and soils using ASTM, AASHTO, Corps, FAA, and DOT test procedures. Mr. Darnell also served as Resident Engineer (owner's representative) on a Federal Aviation Administration project where he provided the construction inspection for the Okaloosa Regional Airport. The firm also provided forensic and construction soils investigation, engineering, and testing services related to the design, construction, and inspection of roads, streets, highways, and runways.

October 1971 - June 1967: |
Chevron USA Mr. Darnell worked as an Engineer and later as the Assistant Chief Engineer for Chevron in Jacksonville, Florida and Louisville, Kentucky. He managed site selection, permitting, design, and development of retail facilities, terminals, pipelines, and bulk plants.
